In game, and even on the map, you can see all the rails going through the landing, if you follow them, they lead to Edmund's Shipping Business, which is located right next to the racing pits. Anyone with an okay eye for detail and who's started episode 2 would know this.
I believe she was talking about sovereigns, which ARE backed by the government. Though you have a point, cogs are the lower and probably middle class currency, only the richest people would go by sovereigns. These people would live in Evercity, not NML.

Probably not it's actual name, most likely they haven't thought of a name, or are going to keep it simplistic for the demographic of the game, (7-12 y/o).
It isn't a poor government, how else would the pay for the mass production of millions of automatons, human forces of autofficers, equipment for said autofficers, and researchers for tech that is used to make the equipment for the autofficers.
Depends. We only know a slight bit of Aethasia, maybe there are mineral fields in the boomlands, or somewhere, that they use to make things instead of getting it from foreign markets.
They aren't getting taxed. They are paying the government for power, in faulty Fog Boilers, which would most likely break every other month, meaning you would need a mechanic, or a replacement for it, which would be given, for a price, by the government, giving them money, and you another faulty fog boiler, and hey, they're charitable, so they throw in an added bonus of, get this, free lung damage! Woo! Lucky you!...Lucky Emporor!
The government doesn't care about the Cog at all, or it's still going undetected, for all we know, it's the currency of a completely different market; the black market. Well..."Black Market" It'd basically be the normal market, but the empire doesn't want it.
But here's the thing: The people don't have any sovereigns, so it's not like they can say "I'm just gonna turn my sovereigns into more valuable cogs" Because they don't have any sovereigns to do so, it'd be making something out of nothing, which isn't possible to humans. ( I say "To humans" For a reason )
That's reasonable to say, I guess.
