Either that, or Tracker can form the opinion that because you stole the piece of Old Tech (near the Fog-Dragon's post), it's your fault that Lucky executed the guard on-duty, who went for a quick detour to the break room for his third cup of coffee, seeing as he'd been working overtime for the past few days and barely getting any sleep so he could care for his ailing mother and poor family.
Just a suggestion, but it doesn't have to be implemented.
If you did something before you discovered the first piece of old tech at the Academy that either directly/indirectly caused someone to be killed/executed, it would be another potential possibility.
Remember, Wargrave only chose victims who were guilty of crimes, but had never been (officially) punished for them, so Tracker will have to follow the same train of thought (they both have warped minds and twisted senses of justice, though, so it shouldn't be too hard to do so).
