That already exists.It uses daylight sensors and when items drop to detect if an item is dropped at the just right time. It also uses repeaters and comparators to get the priority right, it's really cool and you should check it out.

Not once it is built, it takes the same exact time no matter distance, you should try it for teleporting from your base to spawn.
