No mods, it just changes the textures.
(That's 'cause it's better) But Windows is still good though, just depends on what you're looking for. I'd say Windows is more of a user/kid friendly version, and also kind of the "prettier" version, 'cause it has more 3D textures, and renders differently. Whereas Java is more 'bare bones' chunkier, and less user-friendly, but still pretty good. Overall, both good versions. I'll call you a nerd if you use Windows, take that as you will. lol
Also... Microtransaction Since Windows is more Microsoft-oriented than Java, it uses Minecoins to let you get texturepacks, skins, emotes, maps, etc. But with Java, you can download them for free (Unless the maker of the thing wants to charge). So in one corner you have "Free stuff, but you have to download it yourself, which can be tricky sometimes. Also you get slight knowledge of computer stuff which is good, if not crucial, to know." And in the other corner you have "Pay us and we'll do it for you.". Your choice, if you have the money and are willing to spend it, go for it. But I'll stick with Java 'cause I like free stuff and also I'm more used to this one. lol
Hope this helped for anyone considering buying Minecraft but not knowing which to get, or thinking of buying another version if they already have one.
