They're both water type so no, if here is an ice type auto then yes because only prevents the water from making the other auto do double damage. A fire auto makes that worthless though.

I can explain the 15 damage. Icicle does 10 x3 cold damage. The Cogras (like most things these days) resist a little and only take 75% damage from ice. Being wet doubles the cold damage.
10 x 2 x 0.75 = 15
