I would think so. I imagine that Seraphine has grabbed Ophelia by her shoulders. She has the use of her arms, but her range of motion will be inhibited slightly.

Seraphine flew straight up and over the trees. She hasn't gone too far away yet. Definitely within the other dragons' hearing range.
